For the leaders of Gwynedd Council, the timing couldn't be worse. If they had waited a couple of months before announcing their small schools closure programme, then they could have laid the entire blame at the door of the Assembly Government, albeit jointly run now by their colleagues in Cardiff Bay.
Now their settlement is going to be even worse than expected, it will be even more difficult to dig themselves out of the hole they have created for themselves without affecting other services.

Who would have thought that Plaid would tell local authorities to start making real efficiency savings ! Now that the worm has it's head above ground, methinks it's begining to like what it sees within the realms of shared power.
